The child-to-staff ratio is the maximum number of children one qualified adult may supervise, set by state licensing rules and varying by the age of the children. A ratio of 4:1 for infants means one caregiver for every four infants.
Ratios tighten as children get younger, because younger children need more direct supervision. Infant ratios are typically the strictest, loosening through toddler, preschool, and school-age groups.
Ratio is measured continuously, not on average. A room that is compliant at 9am and over ratio at 3pm is out of compliance at 3pm, which is why centers monitor occupancy live rather than checking rosters.
Ratio requirements are separate from group size limits, and a classroom must satisfy both.
