Ratio violation

A ratio violation occurs when a classroom has more children per qualified adult than licensing permits, even briefly. Common causes are staff breaks, late arrivals, and end-of-day consolidation rather than deliberate understaffing.

Because violations are usually momentary and unintentional, they are best prevented by live visibility rather than after-the-fact reporting.

Some states permit brief exceptions during arrival and departure windows; most do not.
