Group size is the maximum number of children permitted in a single classroom or defined space, regardless of how many staff are present. It is a separate limit from the child-to-staff ratio, and both must be satisfied at once.
Adding a second teacher raises the number of children a ratio allows, but it does not raise the group size cap. A room limited to 16 preschoolers stays limited to 16 however many adults are in it.
Group size exists because large groups are stressful and noisy for young children even when adequately supervised.
