Attendance-based billing charges families for the days or hours a child actually attended rather than a flat enrolled rate. It is common in drop-in and part-time care, and in subsidy arrangements where the payer reimburses only for attended days.
It requires attendance records accurate enough to invoice from, which is why paper sign-in sheets and attendance-based billing are a difficult combination.
Flat-rate billing is simpler and gives predictable revenue; attendance-based billing is fairer to families with irregular schedules. Many centers run both.
